He obtained his B.A. from Belarusian State Technological University (BSTU) in 1999. In 2000 - 2001 he worked at the Economic Research Institute of the Ministry of the Economy of Belarus. Uladzimir Valetka finished his dissertation on "Industrial Restructuring in Belarus during Transition Period" and received the degree of candidate of economic sciences in 2002.
In 2004 - 2005 he worked at the Center of System Analysis and Strategic Research of the National Academy of Sciences of Belarus, in 2009 - 2010 he was the National Consultant at UNDP project in Belarus and research fellow at CASE Belarus. In 2011 Dr. Valetka became a deputy director on science at Labour Research Institute of the Ministry of Labour and Social Protection of the Republic of Belarus. He is currently the member of the International Society for New Institutional Economics.
