Ulises Heureaux was born in San Felipe de Puerto Plata, on 21 October 1845. He was a black, supposedly of Haitian origin.
He served as a dictator of the Dominican Republic from 1882 until 1899. He presided over an exceedingly cruel and barbarous regime.
Heureaux was assassinated in 1899.
The government of Heureaux was dominated by the army and the civil bureaucracy, and the dictator considerably enriched himself from his control of the state. However, the sugar industry expanded, and the republic’s social infra-structure was substantially increased. He borrowed very large sums abroad to finance his government, a debt that was a weight on succeeding regimes and contributed to ultimate U.S. intervention in the republic.
