Shmueli earned a Bachelor of Arts degree in Mathematics from Tel Aviv University.
Shmueli began his career in the early 1990s after the opening of Israel's non-bank provident fund market. He joined Clal Insurance, where he worked in sales and marketing.
In 1997, following Clal Insurance's acquisition of Clal Gemel from Batucha Investment House, he was appointed chief executive officer of Clal Gemel. During his tenure, the company became the largest non-bank provident fund company in Israel.
At the end of 2003, he joined Dash Securities Investment House as a board member and vice president for marketing and business development. He was involved in the firm's growth from a boutique operation into a major investment house.
In 2005, following the implementation of Israel's Bachar Reform, Shmueli joined Migdal Capital Markets, then jointly controlled by Migdal Insurance Group and Bear Stearns. As deputy chief executive officer and a member of the company's management team, he participated in acquisitions and mergers that expanded the firm's activities in mutual funds, portfolio management, and educational funds. During this period, assets under management increased from approximately $1.8 billion to $11.8 billion.
In December 2010, he was appointed deputy chief executive officer and board member of AIG Israel. His responsibilities included marketing and sales, customer relations, information systems, life insurance operations, strategic planning, and technology budgeting.
In 2013, recognizing emerging opportunities in financial technology, Shmueli partnered with the Israeli financial media group Globes to establish an online platform for comparing financial and insurance services. The company also developed a digital mortgage advisory platform.
In late 2015, he founded a private holding group focused on online trading and foreign exchange businesses. The group operated primarily in countries of the former Soviet Union through offices in the Czech Republic, Bulgaria, Georgia, Ukraine, and Belarus.
In 2017, the group's activities were consolidated under Tradenet Academy in Belarus, later registered in 2020 under the trade name Firstrade Academy, specializing in intraday trading.
In 2018, Shmueli became a partner in Flex-Media, a Belarusian company engaged in the development of digital platforms and e-commerce websites.
In 2019, together with executives from the Israeli banking sector, he co-founded the Financia fund, which provides non-bank financing for real estate projects.
In 2020, he founded Firstime, a Belarus-based consulting agency specializing in import and export activities. The company was established to promote trade cooperation between Belarus and Israel, support Belarusian exporters, and assist businesses in adapting products and services for the Israeli market.
Shmueli currently owns Firstrade LLC, which operates in Israel, Belarus, and other international markets.
