Baltkalns studied at York University, Toronto, Canada, in 1969 and at Banff School of Fine Arts, Canada, in 1971.
A senior teaching master in photography at Loyalist College, Belleville, Ontario, since 1970, Baltkalns was formerly assistant general manager of the Canadian Weekly Newspapers Association 1966-69, and general manager of A. MacLean Newspapers, Ltd. He has also been an editor, advertising manager and photographer for various weeklies and dailies.
His photographs usually portray movement in classical and modern ballet and the nude figure, and he also does pictorial landscapes.
A Fellow of RPS since 1975, Baltkalns is a member of SPE and the National Association for Photographic Art in Canada. He was a member of the board of directors of Sigma Delta Chi in Toronto 1967-69.
