Head of the Leningrad Obkom Communist Party of the Soviet Union, 1977. Secretary, and then 2nd secretary of Leningrad Gorkom, 1977-1978. Moved to Moscow. Deputy head of the department of Organizational Party Work of the Central Committee of the Communist Party of the Soviet Union, 1979-1985.
Deputy Foreign Minister from December 1985 dealing with cadres. Candidate member of the Central Committee of the Communist Party of the Soviet Union.
