In 1988, he graduated from the Leningrad Mechanical Institute and St. Petersburg State University of Engineering and Economics in 2001.
Since 2001, Valentin has been in the Civil Service. He served in the personnel divisions of the Office of the RF President Plenipotentiary in the North-West Federal District, in the Ministry of Taxes and Levies, where he held the post as the Head of the Department. On 1 August 2008, he was appointed Head of the Department of State Civil Service of the Ministry of Defense of the Russian Federation.
