Valentin Semenovich graduated from the Faculty of Physics of Dnepropetrovsk State University in 1940.
In the years 1945-1949 Valentin Semenovich was the head of the special communication of Rostov-on-Don. In 1949-1952, he was a graduate student of the Moscow Institute of Steel, in 1953-1958 was associate professor, head of the department of physics at Kemerovo Mining Institute. In 1959-1960 Valentin Semenovich was a rector of Kemerovo State Pedagogical Institute, in 1960-1962 was a professor, head of the department of physics at Voronezh Technological Institute. In the years 1962-1979 he was a professor, head of the department of solid-state physics, and rector of Voronezh Polytechnic Institute. In the years 1979-1988, he was a professor, head of the department of physics at Voronezh Technological Institute.
He was the author of more than 450 works, including books: "Internal friction of pure metals at high temperatures" (Tyumen, 1959), "Relaxation phenomena in metals and alloys" (Moscow, 1963), "Relaxation phenomena in solids" (Moscow, 1968; together with others).
