Valery Alexandrovich graduated from the Volgograd Technical School of Gas and Oil Industry (1967-1970) and the Volgograd Civil Engineering Institute (1970-1978).
After graduation from the technical school Valery Alexandrovich worked as a foreman at the oil-transfer station "Vagai" in the Tyumen region (1970) and a technician-designer of the Volgograd Design Institute of Automation and Mechanization (1971). Since 1971 to 1973 he served in the Air Force. Since 1974 Valery worked as a senior technician in the design and construction institute and studied there at the same time. In the summer he worked in a student construction team as a concrete worker, as a master. After graduating from the Volgograd Civil Engineering Institute, Valery Alexandrovich was sent to a foreign production trip to the capital of Mongolia, the city of Ulan-Bator, where he worked as a master in the Soviet general construction trust No. 3. In 1984-86 he worked in the construction department of the "Volgogradmashstroy" trust as a master, senior producer of works. He supervised the construction of housing and social and cultural facilities: multi-storey residential buildings, schools, kindergartens with engineering communications on a “turnkey” basis.
When the construction of the Baikal-Amur Main Line began, Valery Prozorov became the chief engineer of the construction and assembly department of VolgogradBamstroy in Eastern Siberia (Khabarovsk Territory). In 1987 he was appointed the acting head and then the head of the "VolgogradBamstroy"’s management.
In 1988 Valery Prozorov was appointed the acting head and in 1989 he became the head of the construction and assembly department No. 2 of the trust "Volgogradtyazhstroy."
