Valery Dmitrievich Povolzaev was born on September 13, 1940 in Svobodnyy, Khabarovsk Krai, Russian Federation.
In 1954-1955 Valery Dmitrievich studied at the 6th Voronezh Air Force Special School. In 1965 he graduated from the Faculty of Applied Art of the A.N. Kosygin Moscow State Textile University (former Moscow State Textile Institute). In 1974 he graduated from the script writing department of the Gerasimov Institute of Cinematography (former All-Union State Institute of Cinematography).
The works of Valery Pobegailo are printed since 1969. He worked in the editorial office of the magazine Literaturnaya Gazeta, Oktyabr', Zemlya i nebo. In 1978-1990 Valery Dmitrievich worked as Secretary of the Writers' Union of the RSFSR. Since 1976 he is actively writing books, short fictions, novels. He visited Voronezh multiple times, was a member of the editorial board of the magazine Pod’yom.
