Chapline, Vance Duncan was born on September 19, 1887 in Red Cloud, Nebraska, United States. Son of William Ridgely and Henrietta (Duncan) Chapline.

Step-daughters, Cynthia Billings Morgan (Mistress William C. Wilcox), Frances Pilsbury Morgan (Mistress Charles C. Hartigan). Commissioned ensign, United States Navy, 1911, and advanced through the grades to rear admiral. Commanded destroyers operating out of Brest, France on Troop Convoy, World War I.
