Vasile Popescu was a student at the Bucharest National University of Arts from 1912 to 1915, however, he left the university without completing his degree. He was trained in drawing by Frederic Storck; in composition by Dimitrie Paciurea; in history of art by Ion D. Ștefănescu; in painting by George Demetrescu Mirea. Popescu studied together with Sabin Pop and Lucian Grigorescu.
Popescu cooperated with such artists as Nicolae Tonitza, Lucian Grigorescu, Francis Şirato between 1921 and 1923; the group worked on the creation of landscapes in Bucharest and Balchik.
In 1924 the artist held his first exhibition at the Romanian Athenaeum with Kimon Loghi, Jean Neylies. He exhibited at the Official Salon presenting five of his works in 1925 and 1926. In 1927 Popescu together with Iorgulescu-Yor visited the Siret bank and Transylvania.
Vasile Popescu's second personal exhibition took place at the Academy of Decorative Arts in 1928. In 1929 he exhibited two landscapes at the Official Salon and also participated with his works at the Autumn Salon in Paris. The following year his artworks were displayed at the Official Salon and at the Romanian Art Exhibition, Gemeentemuseum Den Haag. In 1932 an exhibit of his paintings was organized at the Official Salon.
Popescu held his third personal exhibition in a shop located in Calea Victoriei 88 near the Corso Café in 1933; and the same year he participated in the exhibition of Grupul Nostru and the Official Salon. Meanwhile, the fourth personal exhibition of Popescu took place in Sala Ileana in 1934. That same year he became a participant of the Young Artists Exposition at the Dalles Hall. In 1935 Vasile Popescu participated in the Contimporanul group exhibition and the Drawing and Engraving Salon.
Among his later exhibitions were the following: the Official Salon and the International Exhibition in Paris in 1937, the Official Salon in 1938, the Dalles Hall, alongside Ion Ţuculescu and O. Angheluta, in 1939, the Bucharest Exhibition in 1940; the Official Salon in 1941, etc.
As for his style, Vasile Popescu found the source of aesthetic pleasure in feelings. The subject of the artworks, as in the case of many post-impressionist artists, was connected with the everyday experience.
Vasile Popescu was a prominent artist of his time. His works are highly acclaimed. Among his most well-known paintings are the following: Balchik Cliffs, Comana Landscape, Houses in Balchik, Houses in Prahova Valley, Bridge over Sabar, Harlequin, etc.
Popescu was a participant of a number of local and international exhibitions. His works were displayed in Romania, France, and in a number of other countries.
