KUZNETSOV, Vasiliy was born on April 2, 1866.
From 1896 made photogrammetric measurements of cloud height, speed and direction in Saint St. Petersburg. Made free balloon ascents and used first sounding-balloons. 1902 established special kits department (from 1912 Aerological Observatory) at Pavlovsk Magnetism and Meteorology Observatory, where he flew over 2.000 kites and released over 300 sounding-balloons by 1919.
1905 organized aerological research in Kuchino and, for the first time, used a searchlight for the optical sounding of the atmosphere up to a height of 15 kilometers. 1907 organized aerological research in Nizhneye Olchedayevo, then in Irkutsk, Yekaterinburg, Omsk and Tashkent. Also did aerological research at sea.
1917 compiled first Russian cloud atlas. Designed several meteorological instruments (including a thermograph) and the following aerological instruments: an aerological theodolite, a cylindrical kite (1899), a kite-borne meteorograph (1899), a meteorograph for sounding-balloons (1902), a nephoscope (1905) and a windgust recorder (1905-1906). Also made hydrological instruments, including a dynamograph to study the strength of wave impact on the shore, and a hydrostatic tide-gage.
