1945-1946 attended International Congress in London for organ, of World Federation of Trade-Union. Member, General Council, Executive Committee, and V.-President, World Federation of Trade-Union. 1947-1948 organized All-African Trade-Union Conference, Dakar.
Organized World Federation of Trade-Union sections in Greece, Iran, Germany and Japan. Spoke at congresses and conferences of World Federation of Trade-Union against existing regimes in Spain and Greece. Demanded “demilitarization and democratization” of Western Germany and Japan, and granting of “freedom and independence” to Vietnam, Indonesia, Malaya, Korea, etc.
Denounced Marshal Plan. 1949 attended 2nd World Trade-Union Congress, Milan. Attended Peking Conference of Asiatic and Oceanic Countries, demanding subordination of these countries’ Trade-Union to authority of World Federation of Trade-Union.
1955 as USSR First Deputy Minister of Foreign Affairs headed USSR delegation at 10th session of United Nations General Assembly. 1956 signed Soviet-Singhalese agreement on exchange of diplomatic representative and expansion of trade relations and economics cooperation. 1957 headed Soviet delegate to Iran to sign trade documents and demarcation and redcmarcation of Soviet- Iranian frontier.
Headed Soviet delegation at 12th session of United Nations General Assembly. 1959 headed Soviet delegation at 14th session of United Nations General Assembly. 1960 adviser, Soviet delegation at Paris Summit Conference.
Deputy, USSR Supreme Soviet of 1946, 1950, 1954 and 1958 convocation. 1946 Chairman, Soviet of Nationalities, USSR Supreme Soviet. 1950 Presidium member, USSR Supreme Soviet.
1927-1931 engineer, Makeevka Metallurgical Plant. 1931-1933 studied production methods of special steels abroad. 1934-1937 at “Elektrogtal” Plant, Elektrostal.
