1922-1924 secretary, Moscow Party Committee and secretary, Zamoskvorech’ye Rayon Russian Communist Party (Bolsheviks) Committee. 1924-1929 chairman, Moscow City Trade-Union Council. Late 1928— early 1929 favored reconciliation with “rightist opposition”.
From 1929 director, construction of Dnieper Hydropower Plant. At 10th, 12th, 13th, 14th and 15th Party Congresses elected member, at 11th, 16th and 17th Congresses elected candidate member, Central Committee, All-Union Communist Party (Bolsheviks). 1925-1929 candidate member, Organization(s) Bureau, Central Committee, All-Union Communist Party (Bolsheviks).
