Vaughn studied at the Institute of Automation in Chicago, Illinois, United States. In 1963 Vaughn received an Associates degree.

President Rockford Data Systems, 1976-1979, President Integrated Micro Systems, 1980-1982, President Governmental Data Systems, Rockford, 1983-1985. Executive vice president Business Records Corporation, Dallas, 1986-1988. President Interactive Software Products, Rockford, 1989-2009. Vice President Global/360 - Manager European Operations (2002-2006), Vice President Tyler Technologies, Inc., Dallas, since (2007-2009). Retired November 2009. Subsequently - Passing time as a rearranger of words (Producer - Sky Blue Magical Factory, 2015 - ) ....

  LYRICIST
  
  Lyricist and Producer of KickBack Funky Contemporary Jazz Musical Album, recorded at Studio 26 in Antibes, France, recording tracks for the new album that include – KickBack, I Don’t Get It, One Way Ticket, Empty Faces, Night Time Lady, Down In The Bottom, Loves Wild and Crazy Ride, Little Boy Dreams and It’s Who I Am, and mixed at the Spectrum Studio in Nantes by Damien Bolo.

  TECHNOLOGY
  
  Government Sectors. Beginning in the early '70s, his companies Government Data Systems and Integrated Microsystem, were instrumental in developing hardware and software to automate National, State & Local Election counting punch card and mark sense voting ballots, within the precincts and transmitting the results to central reporting centers using their PEPS (Precinct Election Processing System) units. Additionally, Central Counting Software processed and consolidated results used in Canvassing results for County-Wide Reporting, which was implement by numerous jurisdictions Nationally. Other of their software products were directed for offices of Assessment, Treasurer, Clerks, etc.
  
  Commercial Sector; In the early '80s, his company - Interactive Software Products, were an early developer of POS (Point of Sale) software that functioned on the newly released IBM PC, directed toward the Hardgoods Segments.
