Early involvement in revolutionary activity. Edited the propaganda sheet for soldiers, Kazarma, during the 1905 Revolution. Arrested, 1906, escaped.
Political emigre in Western Europe and America, returned to Russia in the summer of 1917. Bolshevik commissar at the State Bank, after the October Revolution 1917, the 1st Bolshevik Minister of Finance. Soviet General Consul in Berlin, 1918-1919.
From the end of 1919, one of the heads of the Cheka, assistant head of OGPU, 1923. Chairman of the GPU (Secret Police), July 1926, till his death. During his last years in office, presented the extraordinary picture of a semi-paralyzed aesthete bound to his couch, performing the job of chief henchman.
