Victor Rousseau Emanuel was born as Avigdor Rousseau Emanuel on January 2, 1879 in London, United Kingdom, to Joel Emanuel and Georgiana Rousseau.
Victor Rousseau entered Harrow in 1892. He also studied at Balliol College.
After his departure from London, Victor went to Cape Town. For the next two years, he traveled through South Africa. In Johannesburg, he landed a job with the Standard and Diggers' News and then the Transvaal Leader. During the Boer War, Emanuel enlisted with Bethune's Mounted Infantry in 1899, but later was discharged. Rousseau returned to London and some time later sold his first novel, Derwent's Horse. In 1901, he moved to New York City. Four years later, Victor submitted his second novel, Spartacus.
From 1906 to 1907, Rousseau wrote regional Florida special articles for the Baltimore American. In 1907, he accepted an editorial post with Will Carleton's Every Where magazine. The next year, he held an editorial position with Harper's Weekly. Victor worked there for three years.
In 1909, Rousseau wrote his landmark series, The Surgeon of Souls, which featured Dr. Ivan Brodsky, a man, who believed in faith and hypnotism as the cure toward laying ghosts.
From 1910 to 1913, Emanuel wrote numerous newspaper series under a variety of genres. In 1913, Emanuel with his family moved to Canada, where he wrote the Canadian serials, Jacqueline of Golden River and Wooden Spoil. Written during the summer of 1915, The Sea Demons was serialized in three installments.
In 1919, the Emanuel family returned to England. He refused to accept a working man's job and continued to write fiction, while his family was at times homeless and starving. In 1922, Victor continued writing the Canadian serial. After the publication of The Home Trail, Emanuel sailed for America. From 1923 to 1925, Emanuel sold three novels - The Story of John Paul, Middle Years and The Selmans. During this period, he also wrote for the various self-proclaimed True magazines.
In 1930, Rousseau sold five SF tales to the newly launched Astounding Stories of Super-Science. Next year, he sold two novelettes to Miracle Science and Fantasy Stories. Later, he was invited to write for Clayton's Strange Tales of Mystery and Terror.
During the mid-1930's, Rousseau created hundreds of short stories. From 1940 to 1941, he wrote the first dozen "Jim Anthony, Super Detective" novels. After that, Victor continued to wrote short stories until 1947.
During his lifetime, Victor also wrote story adaptations of motion pictures into syndicated fiction stories for Universal Film.
