Jex was born on April 17, 1919 in Salt Lake City, Utah, United States; the son of Heber Charles and Sarah Emeline (Bird) Jex.
Jex received a Bachelor of Arts degree in 1942 and a Master of Arts degree in 1947 from the University of Utah. He earned his Doctor of Philosophy degree from Massachusetts Institute of Technology in 1950.
Jex began his career as a research chemist for Union Carbide Corporation in 1950 and held it for thirty-four years. Also he worked as a director of the Consumer Products Laboratory at the same corporation from 1962 to 1972.
Jex served at the LDS church, including a mission to the Northwestern States as a young man. He worked as a Branch President, District President, Stake President, Counselor to five Mission Presidents and President of the Hawaii Temple. Victor also served in church assignments in Israel, Kenya, Ireland, the Philippines and the Family History Mission in Salt Lake City.
Jex was a member of American Chemical Society, American Association for the Advancement of Science, Sigma Xi, Alpha Chi Sigma and a club, Lochinvar.
On May 24, 1946 Victor Jex married Marva Tingey. They have three children, five grandchildren and four great-grandchildren
