He graduated from the Leningrad Law Institute named after M.I. Kalinin in 1950.
Since 1958, he was an Associate Professor, the Head of the Department of State and Legal Sciences of Voronezh State University, since 1962 - the Head of the Department of State Law and Soviet Construction.
His area of expertise: fundamental legal principles of public authorities, the theory of constitutional rights and relationships.
He is the author of about 75 works, including such state law textbooks as "Norms of the Soviet state law" (Moscow, 1963), "Soviet state and legal relations" (Moscow, 1965), "Fundamentals of the Science of Social Management" (Voronezh, 1971), "City Council - a social organ of governance" (Moscow, 1983).
