From 1918, head, "White Coal” Department, Commission for the Study of Natural Resources, Union of the Soviet Socialist Republics Academy of Sciences. From May 1918 director Bureau for the Electrification of Russia, then director, Bureau for the Electrification of the Northern Region.
From 1922 director State Hydrological Institute, Leningrad. Specialized in hydrology and hydrometry. Designed pumps and other hydrotech equipment.
1910 founded Turkcstani Hydrometric Unit. 1912 organized similar unit in European Russia. 1915 set up "White Coal” Department, Commission for the Study of Natural Resources.
1918 organized Electrification Planning Bureau. 1919 founded State Hydrological Institute. 1924 and 1928 organized All-Union Hydrological Congresses.
Arrested by State Security organs.
