Kharchenko, Viktor was born in 1911.


Graduated from the Military Electrotechnical Academy, 1938. Graduated from the Academy of the General Staff, 1948.


Joined the Red Army 1932. During World War II, engineering officer on several fronts. Head of research and development at the Institute of Engineering Forces, 1951, Head of the Technical Committee of Engineering Forces, 1953-1961.

Deputy Commander, 1961, and Commander, 1965 of the Engineering Forces of the Soviet Army.


No religious basis is needed in order to display ethical behavior.


The emphasis on peaceful coexistence doesn’t mean that the Soviet Union accepted a static world with clear lines. Socialism is inevitable and the "correlations of forces" were moving towards socialism.
