In 1962 he graduated from artistic-graphic faculty of the Kursk State Pedagogical Institute.
Viktor Mitrofanovich Visloguzov was a designer at the Russian drama theatre, Tuvan ASSR (Kyzyl, 1962-1963). He was a participant of the city, regional ("Hudozhniki Voronezha - X pyatiletke", 1980), zonal ("Krai Chernoziomny", 1984) exhibitions. In 1985 the Exhibition Hall of Union of Artists presented Visloguzov's works (together with F.P. Zvonaryov and V.P. Krivoruchko): "Pereslavl Zalessky. Utro", "Borisoglebsk. Lunnaya noch", "Rostov Veliky" and others.
