NOVOZHILOV, Viktor Valentinovich was born in 1892 in Kharkov, Russia.

His work was mainly concerned with the balance between expenditure and performance in the Soviet economy. In this he used mathematical methods and was largely responsible for making mathematical economics quasi-respectable in the USSR after World War II. His later work included a model for the optimisation of resources of production.
