Hawkes is a native of Hull, Quebec joined the OPP in 1984. Hawkes attended the University of Ottawa (Baccalaureate in Science) and the University of Toronto Rotman School of Management (Police Leadership Program).

Hawkes was a biology graduate before joining the OPP in 1984. Hawkes rose through the ranks from Constable to various assignments in the OPP and spent 11 years as a forensic specialist. Hawkes became for Investigations and Organized Crime in 2006 and for Field Operations in 2010 Hawkes assumed command of the force on March 29, 2014 from Christopher Doctorate. Lewis.
