This was made known to the French Council of Prizes by the certificate of the Officers of the Waten. Their certificate was filed in the Court of Prizes, and the Court was referred to it in the me morial now laid before you. On such an occasion, and in such a situation, how many affecting associations rush upon the mind and fill the heart with overwhelming emotion! Withdrawn for a moment from the avocations of a busy life, I find myself on classic ground, surrounded by classic associations; amd laying aside the cares and troubles of the noisy world, I live over again, in an hour of sweet communion with classic brethren, the pleasures of college life. I fondly recall to mind the haunts, the studies, the rivalries, the springing ambition, the glowing anticipations of youth; I recall the affectionate admonitions, the anxious cares, the exciting encouragement, that accompanied, stimulated and sweetened the toil of study; and moved by so many touching recollections, I would fain linger amidst scenes, consecrated to literature and science, and plight my vows anew at their sacred shrine. At such a moment, it is natural to look back to the time when this university, this city, and this State were familiar to me, and to compare their past with their present situation. Looking towards the university, I see new edifices erected, and the interests of learning signally prosperous under the distinguished men, in whose charge they are placed. Surveying this flourishing and beautiful city, of which that university is the light and the ornament and looking abroad upon the State, I find their numbers and means of happiness doubled. Excerpt from The United States Review: No. 1-January, 1834; A Discourse Before the Phi Beta Kappa Society of Brown University, Delivered September 4th, 1833; An Address Delivered Before the American Institute, at Chatham Street Chapel, in the City of New York, October 17th, 1833 When we speak of the propriety of adopting countervailing regulations in the case under consideration, we are aware that there are extraneous reasons why, notwithstanding what has been said, they should not, in every such case, be adopted. The raising or lowering of any duty, from the actual state of public opinion on the general subject, is ever a matter of earnest con test between two parties, each of them indisposed, when they can help it, to yield an inch of ground to one another. The consequence is, that it becomes a real objection to the imposi tion of any duty, however professedly imposed for a temporary purpose, that it may be extremely difficult to effect its repeal. What we mean by the measure recommended is, that, could we freely put on or take off any duty on foreign imports, we would be disposed to proceed in the manner which has been mentioned. Virgil Maxcy was born on May 5, 1785 in that part of Attleborough, Massachussets, which was later annexed to Wrentham. He was the son of Levi and Ruth (Newell) Maxcy, and a younger brother of Jonathan Maxcy. The boy grew up in a home of the best New England tradition, and matriculated at Brown University two years before his brother Jonathan resigned as president of that institution to become head of Union College, Schenectady, N. Y.
At nineteen Virgil graduated from Brown with the degrees of A. B. and A. M. After an interlude as tutor in the home of a Southern family, he studied law in Baltimore under Robert Goodloe Harper, and was admitted to the Maryland bar.
Samuel Galloway, her paternal grandfather, had built an estate at "Tulip Hill, " near Annapolis, and this became the home of the Maxcys. An able scholar, a persuasive speaker, and a fluent writer, Maxcy was not long in establishing a reputation for himself as a lawyer in Anne Arundel County. In 1811 he published in three volumes The Laws of Maryland, with the Charter, the Bill of Rights, the Constitution of the State and Its Alterations 1692-1809. Politics, however, claimed his chief interest. He was chosen a member of the Maryland executive council in 1815, and afterward served as a member of the state Senate and of the House of Delegates, where he vigorously supported the interests of the rural districts. He campaigned actively for Andrew Jackson for president, speaking tirelessly and writing innumerable newspaper articles and pamphlets. He took a leading part in the calling and transactions of the state Jackson convention early in 1827, the first to be held in the United States. When Jackson was elected Maxcy vainly hoped for an appointment as First Comptroller of the treasury, but on May 29, 1830, the office of solicitor of the treasury was created by act of Congress as recommended by President Jackson in his first annual message, and Maxcy, nominated May 29, 1830, had the distinction of becoming the first solicitor. He held office until 1837. On June 16 of that year he was appointed by President Van Buren American chargé d'affaires at Brussels, capital of the new Kingdom of Belgium, and the appointment was confirmed September 18. The political situation in Belgium, following its secession from the Kingdom of the Netherlands in 1830, was much unsettled. Maxcy, the second representative of the United States at Brussels, witnessed the critical period accompanying the negotiation and signing of the "Twenty-four Articles" and the Treaty of London. During his term of service he tried to accomplish two things. One was to negotiate a treaty of commerce between Belgium and the United States; the other, to bring to a settlement the claims of American merchants whose goods were destroyed when the Entrepot Royal de libre re-exportation, a government warehouse at Antwerp, was burned during the revolution in 1830. In neither endeavor was he successful, but in both he made material progress. He resigned his post on June 17, 1842, and later returned to Maryland, where he again took up his private law practice. On February 28, 1844, while he was a guest of President Tyler on the Princeton, a gun (called the "Peacemaker") exploded, killing him instantly, with several others. He was buried at "Tulip Hill. "

He was a conscientious representative of the United States and the interests of its citizens. He made careful and frequent reports on political and economic conditions, the first of which was written at Liverpool, en route to his station, scarcely two hours after he had landed.
Maxcy is a prominent figure in academic discussions about homosexual relationships in the United States during the early 1800s, which results from a letter he sent to his friend William Blanding. Maxcy reminisces about sharing a bed with Blanding, including the line "Sometimes I think I have got hold of your doodle when in reality I have hold of the bedpost. "
He married Mary Galloway, the grand-daughter of Chief Justice Benjamin Chew of Philadelphia.
