Virginia received a Bachelor of Arts from the University of Nevada and a Juris Doctor from McGeorge School of Law, University of the Pacific in 1989.

Virginia worked at 2710 Gateway Oaks specializing in General Civil Litigation, Insurance Law, Personal Injury Law. She was admitted to the bar, 1989. She is an associate managing editor at the Pacific Law Journal in 1988-1989.
