In Voronezh he graduated from high school, faculty of romance and Germanic Philology, Voronezh state University (1965).
In 1970 he moved with his family to the Moscow region. His works were published in magazines "Yunost’", "Smena", "Pioner", "Murzilka", "Misha" (1st prize as the best author, 1993) and others, in "Literaturnaya Rossia", "Nedelya". A special success was "Kotenok s ulitsy Lizyukova" (directed by V. Kotenochkin, 1988), which repeatedly mentions Voronezh. In honour of this work in Voronezh there is a monument near the cinema "Mir" in the Northern residential neighborhood (2003; sculptors A.I. and M.I. Dikunovy; this monument won a prize in contest "Zabavny pamyatnik" (St. Petersburg, 2005)). After these cartoons many Zlotnikov's illustrated books (1976-1997) were published.
