Vitaly Nikolaevich Latartsev was an engineer, senior engineer of the production association "Electronics" (1968-1979), manager of external relations at the enterprises of the electronics industry (Voronezh, 1979-1991). Since 1991, Vitaly worked as the director of the branch of the underwater technical works in the scientific and production association "Novator", since 1994, the general director of ZAO "Peter". He organized and led the amateur diving club "Reef" (1971-1998). The head of search and lifting works over the objects that sank during the Great Patriotic War.
