1919 Collegium member, Russian Soviet Federative Socialist Republic People's Commissariat of Internal Affairs. Then member, Southern Front Revol Tribunal. Organized revol comts on Southern Front.
1920 chairman, Donets Basin Province Revol Committee. Later Ukraine People's Commissar of Internal Affairs and member, Military-Revo] Council, 4th Army. 1921 rector, Sverdlov Communist University.
1923-1938 chairman. Draft Bills Commission, Union of the Soviet Socialist Republics Council of People's Commissar. Chairman, Criminal Collegium and member, Union of the Soviet Socialist Republics Supreme Court. 1939-1952 in Russian Soviet Federative Socialist Republic People's Commissariat of Justice.
Took part in special sessions of Union of the Soviet Socialist Republics Supreme Court in the Shakhtinskiy, Indiana Party and Union Bureau of Russian Mensheviks trials. Delegation, 8th, 9th and 12lh All-Union Communist Party (Bolsheviks) Congresses and 3rd and 4lh Congresses of Soviets. Presidium member, All-Russian Central Executive Committee.
