1899 began revol career. 1899-1901 ran workers’ clubs and took part in student movement in Khar’kov. 1901 joined Russian Social-Democratic Workers’ Party.
1901 exiled to Oryol but fled and went abroad, where he remained until 1904. 1904-1906 worked for Social-Democratic Menshevik-leaning organisation Spilka (Union) in Podol’sk Province. 1917 joined Communist Party (Bolsheviks) Ukraine.
1918 deleg at 1st Ukraine Party Congress. Spring 1918 Ukraine People's Seer of Finance. November 1918-1920 fought in Civil War.
During German occupation organized insurgent movement in central zone. 1919 member, Revol-Military Council, 8th Army. 1921-1925 foreign postings: Ukraine plenipotentiary and counsellor, Union of the Soviet Socialist Republics plenipotentiary mission in Berlin.
Then Union of the Soviet Socialist Republics plenipotentiary in Vienna. From 1925 chairman, Ukraine Supreme Economic Council.
