Vladimir was born on December 14, 1951, in Moscow, Russian Federation.
He graduated from high school in the city of Povorino (1969), the history department of the Voronezh State University (1977), and the law department of the Moscow State University of Service (2000).
Vladimir Kapitsyn worked as a teacher of history at secondary schools in the village of Tishanka, Talovsky District, Voronezh Region (1977-1978). Lecturer, associate professor of the Magnitogorsk Institute of Mining and Metallurgy (Chelyabinsk Region, 1979-1995). Then he became an associate professor (since 1995), Professor (since 1999) of the Department of Law at Moscow State University of Service. Professor of the Department of Sociology and Political Science of the Institute for Retraining and Advanced Training of Teachers of Social and Human Sciences of Moscow State University (since 2003).
He wrote about 200 scientific papers, including books: “Tame Leviathan” (Voronezh, 1991; together with E.Yu. Krasova), “History, theory and protection of human rights” (Moscow, 2003), “Foundations of the constitutional order: identification - legal aspect "(Moscow, 2004); "Political Science" (Moscow, 2008), "Theory of State and Law" (Moscow, 2008). He was also a member of the editorial board of the journal “Society. State. Politics ”(2008).
