1903 joined Social-Democratic movement. After 2nd Russian Social-Democratic Workers’ Party Congress sided with Mensheviks. Carried out Party work in Kursk, Moscow, Oryol, Saint St. Petersburg and Tula.
Eight times arrested for revol activities and spent five years in prison, two in exile. After 1917 February Revol member, Saratov Russian Social-Democratic Workers ’Party (Bolsheviks) Committee. Chairman, Saratov Soviet.
April 1917 at 7th All-Russian Russian Social-Democratic Workers ’Party (Bolsheviks) Conference and 6th Russian Social-Democratic Workers ’Party (Bolsheviks) Congress elected member, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks). People's Commissar of Agric in first Soviet government. November 1917 advocated coalition government with Mensheviks and Socialist-Revolutionaries and differed with Russian Social-Democratic Workers ’Party (Bolsheviks) Central Committee policy.
Resigned from Party Central Committee and Council of People's Commissar. Later recanted his error. 1918-1921 deputy chairman, Supreme Economic Council.
At 9th and 10th Party Congresses elected candidate member, Central Committee, RCPT(B). At 13th—16th Party Congresses elected member, All-Union Communist Party (Bolsheviks) Centr Control Commission. 1922 deputy chairman, Economy Council of Nortwestem Oblast.
From 1924 Collegium member, People's Commissariat of Workers and Peasants’ Inspection. From 1928 mang, Union of the Soviet Socialist Republics Centr Statistical Board. Deputy chairman, Union of the Soviet Socialist Republics State Planning Committee.
Member, Labor and Defense Council. Member, Union of the Soviet Socialist Republics Central Executive Committee. Deputy chairman, Communist Academy.
Member, main cd bd, “Biosystems Engineering ” (Large Soviet Encyclopedia). Member, editorial board of various journals. Wrote many works on economics.
