Studied at St. Petersburg University. 1917 completed midshipman school. 1926 graduate Higher Academy Courses, Naval Academy.
1916 drafted into Russian Navy. Served on cruiser “Oryol”. 1917 elected to ship’s comt.
1917-1918 watch commander, cruiser “Bogatyr"’. 1919 - February 1920 head, Polit Department, Baltic Fleet. Fought against Yudenich.
1920-1921 deputy head, Main Water Transport Polit Board. From December 1921 assistant head, (for naval affairs), Polit Board, Russian Soviet Federative Socialist Republic Revol Military Council. Head of its Naval Department.
From March 1923 head and comissar of naval training establishments. From October 1926 commander, Soviet Naval Forces and member, USSR Revol Military Council. From January 1937 also USSR Deputy People’s Commissar of Defense.
November 1937 arrested by State Security organs.
