He graduated from the Faculty of Civil Engineering at the Voronezh Civil Engineering Institute in 1959.
Since 1959, he served as the master, general foreman (1959-1965), the head of the Construction and Installation Department, the chief engineer, manager of trust number 2 in Voronezh. In 1965-1969, he worked on the construction of production facilities in the Republic of Somalia (1965-1969). Since 1980, he was the 1st Deputy Head, Head of the Territorial Directorate of Construction of the USSR Ministry of Construction. Since 1987, he took the post of the Deputy Chairman of the Voronezh Regional Executive Committee (1988-1990). Since 1990, he became the head of the public reception plenipotentiary representative of the President of the Russian Federation.
He made a great personal contribution to the construction of the largest buildings in the Voronezh Region: an aircraft factory, a mining and concentrating plant, a tire factory, a reservoir, a circus, many schools, kindergartens, and others.
