Took part in the Bolshevik take-over in Petrograd, 1917. Commissar for the Defence of Railways near Petrograd during the Civil War, 1918-1921. Minister of Defence and Minister of Railways of the Far Eastern Republic (Soviet buffer state), 1921-1922.
In the late 1920s and 1930s, in charge of railway construction (using Gulag inmates as slave labour) in Turkestan and Siberia. Later, Deputy Minister of Railways of the USSR.
