After finishing eight classes of secondary school he entered Minsk industrial technical school of building materials. He graduated from the technical school in December, 1967.

He studied in Belarusian state institute of national economy ad honorem V. V. Kujbyshev from September, 1971 till July, 1975. He graduated from the university cum laude. Due to his assignment he for some time worked as an engineer of planning department at the computer plant ad honorem R. K. Ordjonokidze (city of Minsk). He took a day-time post-graduate course at the Institute of economics of Academy of Science of Belarus from 1975 till 1978. He successfully graduated.

In 1980 at Leningrad financial-economic institute V. I. Tarasov defended his PhD thesis named “Methodological basis refinement of the accounting the quality of the new technics in its price (by the example of machine-tool construction), specialty 08.00.10 “Price formation”. In 1989 at the same institute he defended his doctoral thesis named “Socially indispensable expenses and the price of new technics, the same specialty. He trained 7 candidates of economical sciences, at the moment he is a research supervisor of post-graduate students and applicants.


He started his career as a metalworker at Vitebsk plant of building materials. For several months he worked as a mechanic at Dinsk plant of building materials in Krasnodar krai. His service for a fixed period passed by in Central Asian military district.

Since 1978 till 1994 we worked at the Institute of economics of Academy of Science of Belarus as a junior research worker, a senior research worker, the head of the sector, the head of the department, the institute director deputy of scientific sector. Since 1994 till 1996 he worked at the National Bank of the Republic of Belarus as a Chief consultant and the head of the councillors’ group, working for NB of the Republic of Belarus. Since 1996 he worked as a professor of the department of banking in Belarusian State economic university. Since 1999 has been working as a chief of the department of banking and financial economy of the economic faculty of the Belarusian State University.

V. I. Tarasov raised his skills on the international banking operations problem at the international training courses in Central Bank of the Arabic Republic of Egypt in 1995 and at the training courses for leaders at the Academy of Management of the President of Belarus in 1996. He took part in numerous republican and international conferences, where he spoke on economical, monetary-credit and pricing politics. Since 1998 till 2001 he served as a member of supreme certifying commission committee on economical sciences. He is a member of three specialized committees on PhD and doctoral thesis defences.


  • V.I.Tarasov has been working on economical, pricing, monetary-credit and budget-taxation politics problems for 25 years. Last years he proved that economical politics of Republic of Belarus at the moment is using state property in order to reach economical balance. Such a statement is based on the fact that price liberalization and related freedom of goods-makers are not able to create market economy. Besides Belarusian economics is characterized by high degree of governmentalisation. What for pricing he gave a valid conclusion that pricing mechanism is not isolated but it depends on monetary-credit and budget-financial systems. Governmental influence on pricing must be connected with creation of special administrative-lawful mechanisms which can regulate pricing at micro-level.

    Virgin Islands Tarasov validated staging of the socially indispensable labour outlay formation process, that includes the necessity to account manufacture conditions, as well as factors of social needs and consumer cost of the production. He formulated thesis that we can consider minimal expenses of every objective manufacture that has relatively common management conditions as socially indispensable labour outlays. As there is differentiation of objective labour conditions, number of minimal labour otlays appear in good, average and bad manufacture conditions. Virgin Islands Tarasov assigned and theoretically validated the criteria of socially indispensible labour outlays on new technics manufacture.

    At the moment Virgin Islands Tarasov holds researches on problem of effective usage of monetary-credit and budget-taxation politics in conditions of transformation economy
