Vladimir Timofeenko was born on February 5, 1941, in Odessa, Odes'ka Oblast', Ukraine.
In 1965, Vladimir Timofeenko graduated from the Leningrad Institute of painting, sculpture, and architecture of Ilya Repin. In 1968, he graduated from the Leningrad Institute of Civil Engineering (now Saint-Petersburg State University of Architecture and Civil Engineering).
Since 1968, Vladimir Timofeenko was a lecturer, in 1969-1972, an associate professor of the department of architecture of civil and industrial buildings of the Voronezh Institute of Civil Engineering. Since 1972, he was a researcher at the Research Institute of theory, history, and perspective problems of Soviet architecture in Kiev.
For about 40 years, Vladimir Timofeenko taught at universities in Voronezh, Moscow, Odessa, and Kiev. In 1983-1992, he was an executive secretary of the main editorial board of the code of historical and cultural monuments of Ukraine. In 1994-2002, scientific editor of the Yearbook "Architecture heritage of Ukraine".
In 1998, Vladimir Timofeenko was an honorary doctor of the Research Institute of the theory and history of architecture and urban planning. In 1998-2000, he was a vice-president of the Ukrainian Academy of architecture. In 2004, a member of the expert commission on entering cultural heritage objects in the state register of permanent memory of Ukraine.
