From 1912 taught physics at Kiev Polytech Institute. 1905 joined Russian Social-Democratic Workers’ Party and sided with Mensheviks. Several times arrested for revol activities.
After 1917 February Revol broke with Mensheviks and March 1917 joined Russian Social-Democratic Workers ’Party (Bolsheviks). From May 1917 member, Kiev Russian Social-Democratic Workers ’Party (Bolsheviks) Committee. Helped lead 1917 October revolt in Kiev.
Member, Kiev Revol Committee. November 1917 chairman, Kiev Russian Social-Democratic Workers ’Party (Bolsheviks) Committee. December 1917 at 1st AU-Ukraine Congress of Soviets elected to People's Secretariat of Ukraine Soviet Socialist Republic (Ukraine government).
Head, Secretarial (People's Commissariat) of Education. March 1918 at 2nd All-Ukraine Soviet Congress of Soviets elected chairman, Ukraine Central Executive Committee. Headed Ukraine Ccntr Committee deleg at 4th Extraordinary All-Russian Congress of Soviets and supported Lenin’s stand on the necessity of concluding the 1918 Brest Peace Treaty.
Member, Organization(s) Bureau to convene the 1st Congress of Communist Party (Bolsheviks) Ukraine, at which he was elected to the Central Committee. Helped direct underground Ukraine Party organizations. From March 1919 Ukraine People's Commissar of Education.
