In 1893 Vladimir Iosifovich graduated from Voronezh Mikhailovsky Cadet Corps, then graduated from the Mikhailovsky Artillery School in 1896, and then graduated with honors from the Mikhailovsky Artillery Academy in 1902. Trained in factories in England, France, Germany and Austria.
After completing his studies, Vladimir Iosifovich was assigned to the Chief Artillery Directorate for the position of test engineer. Here he worked in the Artillery Committee and in the commission on the use of explosives in the equipment of shells (1904-1917). Since 1926 he lectured at the Dzerzhinsky Artillery Academy, Leningrad Military Mechanical Institute (now Baltic State Technical University).
Vladimir Iosifovich developed melanite and blasting grenades, high-explosive aerial bomb, various types of anti-aircraft missiles. He supervised the development of manufacturing technology for trotyl and ammunition equipment. He created the theory of design fuses. In the 1920s, he launched the 1st in Soviet Russia design organization on the construction of fuses - CKB-22.
