Vladimir Ivanovich graduated from the Faculty of Civil Engineering of Voronezh Civil Engineering Institute (now Voronezh State University of Architecture and Civil Engineering) in 1975.
Vladimir Ivanovich became a civil engineer on "Druzhba" collective farm of Kalacheyevsky District. He was a foreman, senior engineer, head of Production Technology Department, chief builder of Voronezh Construction Plant. In 1986, he was the head of the Department of Major Construction of the Executive Committee of Voronezh. He became the head of Voronezh Oblast Department of Construction Licensing in 1992. In 1995, Vladimir Ivanovich became the director of the Central Black Earth (in 2006 became Voronezh) branch of the State Institution Federal Licensing Center to the State Construction Committee of the Russian Federation.
