Vladimir Ivanovich graduated from Yelets infantry courses (1920), courses "Shot" (1928), Military Academy named after Frunze (1938) and academic courses at the Higher Military Academy (1947).
During the Civil War Vladimir Ivanovich was the commander of the platoon and troop and participated in battles on the South and South-Western fronts, in 1921 in the elimination of banditry in the Podolsky province. Since 1930 he was a teacher of tactics, then head of the training part of retraining courses for the reserve commanders in Leningrad. Since 1938 became assistant commander and in 1939 - commander of the 104th Infantry Division in the Leningrad Military District, with whom he participated in the war between the Soviet Union and Finland in 1939-1940.
Since January 1941 Vladimir Ivanovich was the commander of the 50th Rifle Corps in the Leningrad Military District, which joined the Great Patriotic War in August 1941 on the Leningrad front, then commanded the 42nd Army and the 8th Army, the 11th Infantry Division, was deputy commander of the 23rd army. From March 1942 until the end of the war he commanded the 14th Army on the Karelian front.
Troops under the Scherbakov’s command participated in the defense of Leningrad and the Arctic in cooperation with the Northern Fleet carried out the Petsamo-Kirkenes operation in 1944. After the war in October 1945, he was deputy commander of the troops of the Baltic military district, in February 1947 he became commander of the troops of the Arkhangelsk Military District, then of the Gorky Military District (from May 1949), and from January 1953 - 1st deputy commander of the Voronezh Military District. Since August 1957 he was retired.
