Vladimir Petrovich studied at the St. Petersburg Institute of Civil Engineers in 1885-1886. He received the title of civil engineer as an external student in 1892.
On his own funds Vladimir Petrovich built a "commune town" for workers in 1904-1906. He served as the People's Commissar of Industry and Trade of the RSFSR in 1917-1918 and the Head of the Technical Department of the Social Security Commissariat in 1918-1921. In 1922-1923 he worked in Voronezh as the Head of the civil and road constructions section of the Provincial Department of Public Utilities. Supervised the restoration of the Borinsky sugar factory.
Vladimir Petrovich took part in construction restoration and completion of the Voronezh Agricultural Institute buildings. According to the memoirs of his son, he served as a Chief Architect of the Voronezh province.
