1911 graduate tech college in Aleksandrovsk, now Zaporozhye.
From 1904 in revol movement. After graduating from tech college worked at plants in Kramatorsk, Gulyaypole and Mariupol’. 1911 twice arrested but managed to escape.
1912 imprisoned for participating in strike at Kramatorsk Plant. 1915-1917 turner at Artillery Plant, Pctrograd. Took part in 1917 February Revol, then set up factory comt at above plant and was elected its chairman.
1917, at first conference of factory comts became member of Executive Commission, Pctrograd Council of Factory Committees. Until early 1918 deputy chairman of this commission. After 1917 October Revol comissar.
Main Artillery Board, then on Workers’ Control Council. After reorganization of this body, until 1922 member. Executive Bureau (Presidium), Supreme Economic Council.
1918-1919 Board chairman, Nationalized State Plants Trust of Former-Sormovo and Kolomna. From 1918 member, All-Russian Centr Executive Council. Member and until 1938 Presidium member, Union of the Soviet Socialist Republics Centr Executive Council.
Deputy, Union of the Soviet Socialist Republics Supreme Soviet of 1937 convocation. From early 1920 member, Ukraine Supreme Economic Council. Instrumental in reconstruction of Ukraine industry.
From 1922 managed state coal industry in Donbass. From 1920 member, Ukraine Revol Committee. At 4th All-Ukraine Congress of Soviets elected member, All-Ukraine Central Executive Committee.
Reelected member of that body at all subsequent congresses. Combined Party, government and admin posts with trade-union work: for Central Committee, Metal Workers' Union in Moscow. As member. Southern Bureau, All-Russian Centr Trade-Union Council.
Then as member, Donetsk Province Miners’ Union. July 1923-April 1934 chairman, Ukraine Council of People's Commissar. Then deputy chairman Union of the Soviet Socialist Republics Council of People's Commissar.
From September 1937 simultaneously Union of the Soviet Socialist Republics People's Commissar of Finance. From 1920 member, Central Committee, Communist Party (Bolsheviks) Ukraine. May-November 1920 candidate member, November 1920 to 1934 member, Political Bureau, Central Committee, Communist Party (Bolsheviks) Ukraine.
1921 at 10th Russian Communist Party (Bolsheviks) Congress elected candidate member, Central Committee, Russian Communist Party (Bolsheviks). At 1 Ith Congress and subsequent congresses elected member, Central Committee, Russian Communist Party (Bolsheviks). From 1927 candidate member, Political Bureau, Central Committee, All-Union Communist Party (Bolsheviks).
