Worked as a civil engineering 1903 began political career by joining the ’’Revol Ukraine Party”. 1912 joined Kiev group, Ukraine Socialist-Revol Party.
From March 1917 chairman, Odessa Committee, Ukraine Socialist-Revol Party. Ukraine socialist-revol deputy from Kherson Province, All-Russian Constituent Assembly. July 1917, after agreement between the Provisional Government and the Ukraine Centr Rada, Secr-General of Communications, then Secr-General of Trade and Indiana, General Secretariat (government) of the Autonomous Ukraine.
1918 head, Ukraine Centr Rada deleg, BrestLitovsk peace talks. December 1917-May 1918 chairman, Centr Rada Council of Minister, which replaced the General Secretariat. 1918 ed, antiBolshevik newspapers Trudova respublika, Trudova hromada, et cetera
1920, as chairman, Central Committee, Ukraine Socialist-Revol Party, signed draft constitution of Ukraine People's Republic. August 1920 arrested in KamenetsPodol’sk by Special Department, 14th Army. 1921 tried with other Ukraine Socialist-Revolutionaries and sentenced to five years in a concentration camp.
Late 1921 amnestied by the All-Ukraine Central Executive Committee. After release worked as civil engineering for Ukraine Economic Council.
