1930 qualified as Chess Master. Competed in 1934, 1939 and 1940 Union of the Soviet Socialist Republics Chess Championship. 1940 won Soviet Navy Chess Championship.
1945-1947 took part in international tournaments between Soviet teams and teams from Union of the Soviet Socialist Republics, United States of America and United Kingdom. 1947 placed 2nd in Chigorin International Tournament in Moscow. This performance was largely responsible for his receiving the title of International Grand Master in 1949.
1958 won World Correspondence Chess Championship. Devised new opening called the Ragozin Defense. Civil engineering by profession, but for more than 20 years concentrated almost exclusively on chess.
After World War 2 held exec posts in Soviet chess organisation. From 1946 coordinating ed, journal “Shakhmaty v USSR”. From 1947 Soviet representative and vice-president, International Chess Federation.
Presidium member. Chess Section, Committee for Physical Training and Sport, Union of the Soviet Socialist Republics Council of Minister Member, editorial board, International Chess Federation’s journal “FIDE”. In 1930's and 1940’s was constant chess companion and trainer of World Chess Champion Botvinnik.
Made many visits abroad, often as Soviet representative at International Chess Federation congresses and at international chess tournaments. Wrote many articles on chess. Editor, collections Shakhmaty za 1947-1949 gody (Chess in 1947-1949) and Shakhmaty za 1950 god (Chess in 1950).
