Aysgarth, Yorkshire; Winchester College, (scholar). And School of Mines, Freiberg, Saxony. An early pioneer of Rhodesia, 1891, and engineer to various mining companies.
Went to Johannesburg, and became engineer to the Consolidated Goldfields of South Africa, Limited., 1894. Became President South America League, 1898, and gave up professional work, 1899. Organised petition to the Queen of Transvaal British subjects in the same year.
Served as intelligence officer during the war, and after the annexation of the Transvaal in an administrative capacity under military administration, and afterwards as Commissioner of Mines and member of Executive Council under Lord Milner.
Resigned, 1903; President of Reform Club, and Vice-President Transvaal National Association. Member of Inter-Colonial Council of Transvaal and Orange River Colony. Member of Transvaal Legislative Assembly for Johannesburg, Marshalls town Division.
