Mainly through his efforts a Departmental Committee of the Local Government Board was appointed to inquire into Highway Administration and Highway Authorities in England and Wales. Has put forward a scheme for the Haussmannising of Greater London.
Associated with efforts to solve the dust problem—arranged the experiment made at Famborough in 1902 and organised the tests of Tar Spreading Machines and Preparations of Tar held in Middlesex and Berkshire, 1907.
Honourable Secretary for Great Britain, Paris Road Congress, 1908. And a Technical Secretary, London Road Congress, 1909. Author of many articles and pamphlets relating to Highway Administration, Automobilism, and Labour questions.
