He was a Chinese secretary to the Board of Directors of the Chinese pastern Railway and s section chief, Liaoning, Provincial Government. He was a director of the tax bureauv Fushun District, Liaoning, Magistrate of Pengwu District, Liaoning, magistrate of Yungchin District, Hopei, China. He served as a counsellor with the rank of Major-General to the Headquarters of the 2nd Group Army in North China and concurrently vice-director of the Peiping Office of the Army. He was a director of the 1st Special Area of Tientsin Municipality and of the 2nd Special Area of Tientsin.
