Wakichi Kawakami served successively as administrative official of Hokkaido-cho (Holckaido District Government) and Home Ministry, director of Economic Departments of Shi-mane and Hiroshima prefectures, chief of various sections in Home and Welfare ministries, Governor of Wakayama Prefecture and director of Legislation Department of House of Councilors and thereafter assumed the above post.
