Joined the Ceylon Civil Service, 1875, and carried out numerous public works in that Colony, especially several important restorations of ancient Singhalese irrigation works, during the governorship of Sir Arthur Gordon (now Lord Stanmore). Director of Public Works, Member of the Legislative and Executive Councils of the Colony of Trinidad and Tobago, 1895-1907. Decorated for general public service. M.l.C.E.
